基于鉆石模型的AI基礎(chǔ)數(shù)據(jù)服務(wù)產(chǎn)業(yè)發(fā)展路徑研究

摘要： 人工智能基礎(chǔ)數(shù)據(jù)服務(wù)產(chǎn)業(yè)為人工智能算法研發(fā)提供重要的“數(shù)據(jù)燃料”，是人工智能產(chǎn)業(yè)發(fā)展的“數(shù)據(jù)基座”。近年來(lái)隨著人工智能產(chǎn)業(yè)蓬勃發(fā)展，人工智能基礎(chǔ)數(shù)據(jù)服務(wù)產(chǎn)業(yè)進(jìn)入加速成長(zhǎng)階段，日益成為影響人工智能產(chǎn)業(yè)增速和數(shù)據(jù)安全的重要環(huán)節(jié)。采用文獻(xiàn)資料、市場(chǎng)調(diào)研等研究方法，借鑒波特鉆石模型理論，構(gòu)建我國(guó)人工智能基礎(chǔ)數(shù)據(jù)產(chǎn)業(yè)鉆石模型，系統(tǒng)研究產(chǎn)業(yè)要素發(fā)展現(xiàn)狀、趨勢(shì)及面臨挑戰(zhàn)，并在“鉆石模型”視角下有針對(duì)性提出我國(guó)人工智能基礎(chǔ)數(shù)據(jù)服務(wù)產(chǎn)業(yè)發(fā)展路徑，為把握產(chǎn)業(yè)發(fā)展現(xiàn)狀，厘清產(chǎn)業(yè)發(fā)展趨勢(shì)及有效應(yīng)對(duì)挑戰(zhàn)提供一種解決方案。

Research on the development path of AI basic data service industry based on diamond model

Abstract： AI basic data service industry supplies important “data fuel” for the research and development of AI algorithms, and is the “data base” for the development of AI industry. In recent years, the vigorous development of AI industry has provided a strong impetus for AI basic data service industry, which has increasingly become an important link affecting the growth and data security of AI industry. By the methods of literature, market research and etc., this paper uses Porter’s diamond model theory for reference to build a diamond model of China’s AI basic data industry, and systematically studies the development status, trends and challenges of industrial factors. Moreover, a development path is proposed for China’s AI basic data service industry from the perspective of “diamond model”, which provides a feasible solution for grasping the industry development status, clarifying the industrial development trend and effectively dealing with current challenges.

0 引言
人工智能基礎(chǔ)數(shù)據(jù)服務(wù)（Artificial Intelligence Basic Data Service, AIBDS）產(chǎn)業(yè)是人工智能產(chǎn)業(yè)的重要支撐，為人工智能算法研發(fā)提供重要的數(shù)據(jù)“燃料”。AIBDS是指為滿足人工智能算法研發(fā)所提供的包括數(shù)據(jù)庫(kù)設(shè)計(jì)，數(shù)據(jù)采集、清洗、標(biāo)注和質(zhì)檢等在內(nèi)的一系列數(shù)據(jù)服務(wù)，以數(shù)據(jù)采集、標(biāo)注為主。原始數(shù)據(jù)只有經(jīng)過(guò)清洗、標(biāo)注后，才能用于人工智能算法訓(xùn)練。數(shù)據(jù)已成為制約人工智能技術(shù)發(fā)展的主要瓶頸。作為提供人工智能“數(shù)據(jù)基座”的重要支撐產(chǎn)業(yè)，AIBDS產(chǎn)業(yè)的發(fā)展水平直接決定了人工智能產(chǎn)業(yè)的發(fā)展速度，也是影響人工智能數(shù)據(jù)質(zhì)量和安全的關(guān)鍵。
