歐盟數(shù)據(jù)治理模式對我國數(shù)據(jù)要素開發(fā)利用的啟示

摘要： 歐盟圍繞數(shù)據(jù)資源開發(fā)利用經(jīng)歷了三個(gè)階段的發(fā)展，構(gòu)建形成了對全球影響極大、極具歐盟特色的數(shù)據(jù)治理路徑，目前，歐盟正加快體系化實(shí)施數(shù)據(jù)戰(zhàn)略，以推動(dòng)壯大本土數(shù)字產(chǎn)業(yè)，形成與美、中抗衡的數(shù)字經(jīng)濟(jì)競爭力。歐盟數(shù)據(jù)戰(zhàn)略主要包含健全數(shù)據(jù)管理機(jī)構(gòu)、推動(dòng)數(shù)據(jù)共享流通、建設(shè)數(shù)據(jù)基礎(chǔ)設(shè)施以及建立數(shù)據(jù)治理規(guī)則等方面，在實(shí)踐中取得了顯著成效。立足我國數(shù)據(jù)要素開發(fā)利用中存在的數(shù)據(jù)流通交易不暢、數(shù)據(jù)價(jià)值挖掘不足以及安全保障仍待補(bǔ)強(qiáng)等問題，研究總結(jié)歐盟數(shù)據(jù)治理模式對我國的啟示，旨在為數(shù)據(jù)要素探索實(shí)踐提供參考。

The enlightenment of EU data governance model on the development and utilization of data elements in China

Abstract： The EU has gone through three stages of development around the development and utilization of data resources, and has formed a data governance path with great global impact and distinctive EU characteristics. Currently, the EU is accelerating the systematic implementation of data strategies to promote the growth of local digital industries and form a digital economy competitiveness that rivals the United States and China. The EU data strategy mainly includes improving data management institutions, promoting data sharing and circulation, building data infrastructure, and establishing data governance rules, which have achieved significant results in practice. Based on the problems in the development and utilization of data elements in China, such as unsmooth data circulation and transactions, insufficient data value mining, and insufficient security protection, this article studies and summarizes the inspiration of the EU data governance model for China, aiming to provide reference for the exploration and practice of data elements.

引言
我國率先在國際上提出將數(shù)據(jù)作為生產(chǎn)要素參與分配，這是我國發(fā)揮海量數(shù)據(jù)規(guī)模和豐富應(yīng)用場景優(yōu)勢的創(chuàng)新性突破，也是構(gòu)筑國家競爭新優(yōu)勢的戰(zhàn)略性舉措。隨著“數(shù)據(jù)二十條”等指導(dǎo)性文件的發(fā)布實(shí)施以及國家數(shù)據(jù)局的揭牌成立，社會(huì)各界加快開展數(shù)據(jù)要素化實(shí)踐，目前已有超過20個(gè)省級行政區(qū)成立數(shù)據(jù)局，“數(shù)據(jù)要素×”行動(dòng)在各行各業(yè)探索落地，與此同時(shí)，數(shù)據(jù)交易、場景應(yīng)用、安全合規(guī)等方面仍存在諸多問題亟待破解。本文研究總結(jié)了歐盟數(shù)據(jù)治理模式對我國的啟示，以期為我國數(shù)據(jù)要素探索實(shí)踐提供參考。
